Authority
- Company information sheet
- Signed application packet
(partnerships require all partners must sign or corporations must have the
signature of corporate officer).
- Incorporation prior to filing the
application (this is only required if you are planning on incorporating and
is important that it is completed prior to filing the application or you
will need to start the process and pay fees again when Corporation is formed).

- Liability insurance on file with the
PUC in the amount of $5.000,000.00 if you will operate any vehicle in your
fleet with a seating capacity of 15 or more passengers or 1,500,000.00 if
you will only operate vehicles with less than 15 passengers (form PL914 on file with the
PUC from your insurance company)
- Certificate of Workers Comp Insurance
(if you have employees) from your insurance company (form TL938 or SCIF 938
showing your company name as it appears on the PUC application, the
inception date and ending date of the policy and a minimum of a 30 day cancellation
notice)
- Enrollment in an approved drug/alcohol
program with all drivers being pre-employment drug tested.
- Enrollment in California DMV Pull
Notice program.
- At least one vehicle (available for
inspection)
How long before we can
operate
You will receive your TCP number
in 7 to 10 working days at that time the 30 day mandatory waiting period will be
in effect. During the waiting period you will be notified by the CHP to
arrange a terminal inspection. Prior to the inspection you will be
enrolled in the DMV Pull Notice Program, you will need to have your bus(s)
available during terminal inspection, driver(s) must be pre-employment drug
tested, and all required insurance must be on file with the PUC.
It is currently taking between 45 to 60
days for this process to be completed by all the government agencies and you
may not operate any service that does not leave the state until receipt of your
operating authority.
When must we renew the
Authority
PUC Authority must be renewed every three (3) years at a cost of $500.00 for
each authority that you have. You will also pay a $15.00 per vehicle terminal
inspection fee every year.
You must file a PUC Tax
report, updated vehicle reports and insurance filings as required by the PUC for
your Authority to remain in good standing.
Is there a temporary
Authority
No you must not operate in intrastate
commerce until you have been granted authority.
